In order to counter Dr. Wily's repeated plans for world domination, the X Foundation and the World Robot League are formed with the goal of peace. The X Foundation sponsors a robot championship to determine the best of the best. However, Mr. X, the general of the X Foundation, takes all eight robots and uses them to take over the world.
Rockman's battle to stop Mr. X's ambitions begins.
